When a runner is out on appeal, the deadline for appealing, how an appeal is made with the ball live or dead, the defence's single chance, and the effect of a preceding runner's miss.

## 11.111 Outs on Appeal

Not retouching after a catch, missed bases, running starts, the appeal deadline and the third out on appeal.

### Test 1: When a runner is out on appeal

- A runner who fails to retouch after a fly ball is caught is out on appeal when the fielder tags him or the base. (Source: WBSC ORB 2025-2026, Rule 11.1.1)
- No runner may return to touch a missed base after a following runner has scored. (Source: WBSC ORB 2025-2026, Rule 11.1.3)
- With the ball dead, a runner may not return to a missed base once he has touched a base beyond it; on appeal he is out. (Source: WBSC ORB 2025-2026, Rule 11.1.4)
- A runner who starts from behind his base to gain a running start, on a pitch or a tag-up, is out on appeal. (Source: WBSC ORB 2025-2026, Rule 11.1.5)
- An appeal must be made before the next pitch or any play or attempted play. (Source: WBSC ORB 2025-2026, Rule 11.1.6)
- If the play ended the half-inning, the appeal must come before the defence has left the field: pitcher and infielders out of fair territory. (Source: WBSC ORB 2025-2026, Rule 11.1.6)
- With two out, an appeal that makes the third out wipes out the run of that runner and any following runners. (Source: WBSC ORB 2025-2026, Rule 11.1.10)
- He must touch second on the way; cutting inside it leaves him open to an appeal at second. (Source: WBSC ORB 2025-2026, Rule 11.1.2)
- A live-ball appeal: the ball goes back to the missed base and the fielder tags it or the runner. (Source: WBSC ORB 2025-2026, Rule 11.1.7.1)
- A runner who fails to touch each base in order is out when he or the missed base is tagged on appeal. (Source: WBSC ORB 2025-2026, Rule 11.1.2)

## 11.112 Making the Appeal

The live and dead ball procedure, one chance only, naming the runner and the preceding runner's miss.

### Test 1: How an appeal is made

- With a dead ball the pitcher takes the ball and the rubber; after 'Play' he may step off and throw to the base for the appeal. (Source: WBSC ORB 2025-2026, Rule 11.1.7.2)
- An appeal is not a play or an attempted play; the exception is a balk by the pitcher during the appeal attempt. (Source: WBSC ORB 2025-2026, Rule 11.1.8)
- The defence gets only one chance; if it errs on its first appeal or a runner advances, it loses the right to appeal any runner. (Source: WBSC ORB 2025-2026, Rule 11.1.9)
- With more than one runner involved, the defence must declare which one it appeals; on the wrong runner the umpire signals safe. (Source: WBSC ORB 2025-2026, Rule 11.1.11)
- It is not a balk for a pitcher on the rubber to throw to an unoccupied base to make an appeal. (Source: WBSC ORB 2025-2026, Rule 11.1.14)
- Unless two are out, a following runner's status is not affected by a preceding runner's failure to touch a base. (Source: WBSC ORB 2025-2026, Rule 11.2)
- An appeal has to be clearly intended, by word or by an act that unmistakably indicates it; stepping on the base by chance is not one. (Source: WBSC ORB 2025-2026, Rule 11.1.14)
- Ball to the pitcher, pitcher to the rubber, 'Play', and only then the throw. (Source: WBSC ORB 2025-2026, Rule 11.1.7.2)
- If the offence starts a play before the next pitch, the defence does not lose its right to appeal under WBSC rules. (Source: WBSC ORB 2025-2026, Rule 11.1.10)
- Stepping back off the rubber first is what keeps it from being a balk and makes it a proper appeal. (Source: WBSC ORB 2025-2026, Rule 11.1.7.2)
