When two fouls form a double foul, and how the game restarts without free throws.

## 35.351 What a Double Foul Is

The four conditions two fouls must meet.

### Test 1: The conditions of a double foul

- A double foul: 2 opponents commit fouls on each other at approximately the same time. (Source: FIBA OBR 2026, Art. 35.1.1)
- Both fouls must be player fouls. (Source: FIBA OBR 2026, Art. 35.1.2)
- Both fouls must involve physical contact. (Source: FIBA OBR 2026, Art. 35.1.2)
- Both fouls must be between the same 2 opponents fouling each other. (Source: FIBA OBR 2026, Art. 35.1.2)
- A double foul is either 2 personal fouls or any combination of disruptive, flagrant and disqualifying fouls. (Source: FIBA OBR 2026, Art. 35.1.2)
- Disruptive, flagrant and disqualifying fouls may pair in any mix. (Source: FIBA OBR 2026, Art. 35.1.2)
- Player fouls, both with contact, the same 2 opponents, and 2 personals or a mix of the heavier fouls. (Source: FIBA OBR 2026, Art. 35.1.2)
- Two personal fouls with contact between the same two opponents, at about the same time. (Source: FIBA OBR 2026, Art. 35.1)
- With nobody in control or entitled to the ball, the double foul ends in a jump ball situation. (Source: FIBA OBR 2026, Art. 35.2)
- Only A meets every condition: player fouls, contact, one pair of opponents. (Source: FIBA OBR 2026, Art. 35.1.2)

## 35.352 The Penalty

Charging both fouls and the three ways to restart.

### Test 1: Charging and restarting

- A foul is charged to each offender and no free throws are awarded. (Source: FIBA OBR 2026, Art. 35.2)
- A personal, disruptive, flagrant or disqualifying foul is charged against each offender. (Source: FIBA OBR 2026, Art. 35.2)
- After a goal or a last free throw, the non-scoring team throws in from anywhere behind its end line. (Source: FIBA OBR 2026, Art. 35.2)
- The team in control, or entitled to the ball, throws in from the place nearest the infraction. (Source: FIBA OBR 2026, Art. 35.2)
- With neither team in control or entitled to the ball, a jump ball situation occurs. (Source: FIBA OBR 2026, Art. 35.2)
- A scored last free throw counts like a goal, so the ball goes to the other side. (Source: FIBA OBR 2026, Art. 35.2)
- Being owed the ball counts the same as having it. (Source: FIBA OBR 2026, Art. 35.2)
- Nothing is shot; the side that conceded inbounds behind its line. (Source: FIBA OBR 2026, Art. 35.2)
- Goal first, then control or entitlement, then a jump ball. (Source: FIBA OBR 2026, Art. 35.2)
- A7 held it, so his team keeps possession at the spot nearest the fouls. (Source: FIBA OBR 2026, Art. 35.2)
