The Global Game Below the Full Members
5 tests · 50 facts · updated 12 October 2026 · markdown
This sub-level teaches how cricket is organised beyond the twelve Full Members — the ICC's membership tiers and what Full Member status confers (Test cricket, a full vote, a larger revenue share) against Associate status; Ireland and Afghanistan being granted Test status in 2017, taking the Test nations to twelve; the T20 World Cup qualifying pathway and regional qualifiers that let any member progress; the strongest emerging sides — the Netherlands, Nepal, Scotland, the UAE and the United States — and their wins over Full Members; the routes by which an Associate can earn ODI status and, in principle, Test status; and the ICC's role in funding development and equipment in member nations.
Each test below is ten questions on Insporta. The list under a test is what the questions check: one fact per question, with the source it was written from. Read it before the test, or come back from a wrong answer.
Test 1The membership pyramidTake a test
There are 12 Full Members and 96 Associate Members, 108 boards in all. Associate status is the entry rank for a national body recognised by the ICC.
Source: ICC · recall
Test cricket had 10 nations from 2000 until 2017, when Ireland and Afghanistan were added, taking the total to 12. No board has been promoted since.

Under the 2024-2027 distribution model the Full Members take the large majority of ICC income, with the Associates sharing roughly a tenth between all 96 of them.
Source: ESPNcricinfo · applied
Full Members each have a seat on the ICC Board; the Associates elect only a small number of representatives to speak for all of them, so their formal influence is limited.
Source: ICC · recall
Associate status recognises a functioning national governing body with a domestic structure, age-group pathways and teams playing regular international cricket, not on-field results alone.
Source: ICC · applied
The Laws and playing conditions are the same for everyone. What differs is that a Full Member has assured central funding and a place in the Future Tours Programme, while an Associate arranges much of its cricket ad hoc.

Nepal and the United States can fill stadiums, while some Full Member Tests play to near-empty grounds. Promotion, though, weighs governance and depth over a decade, not attendance at one event.
Source: ESPNcricinfo · applied
A larger Full Member group means the same central income split more ways, so existing members have a financial interest in a high bar for promotion.
Source: ESPNcricinfo · applied
Afghanistan went from the lowest division of the World Cricket League in 2008 to one-day international status in 2009 and Test status in 2017, the quickest climb the modern structure has seen.

Twelve Full Members sit above 96 Associates. Almost all central money, guaranteed fixtures and voting power rest with the top tier, and movement between the two is rare.

Test 2Ireland and AfghanistanTake a test
Bangladesh became the tenth Test nation in 2000. The 2017 ICC vote added Ireland and Afghanistan together, the first change to the group in 17 years.
Source: ICC · recall
The Intercontinental Cup, run from 2004 to 2017, gave Associates multi-day cricket. Ireland won it four times and Afghanistan twice, building the red-ball record that supported their Test case.
Source: ESPNcricinfo · recall
The competition existed to prepare Associates for possible Test status. With its two strongest sides promoted and no clear successor near their level, the ICC wound it up.

Pakistan declared on 310 for 9, bowled Ireland out for 130 and enforced the follow-on; Ireland replied with 339, Kevin O'Brien making their first Test century, before Pakistan chased 160 to win by five wickets.

India won by an innings and 262 runs in two days at Bengaluru. Afghanistan had chosen to bowl first and were then twice bowled out cheaply.

Afghanistan beat Ireland in Dehradun in 2019, and Ireland beat Afghanistan in Abu Dhabi in 2024. The two new nations have mostly measured their red-ball progress against each other.
Source: ESPNcricinfo · applied
No touring team will travel to Afghanistan for security reasons, so the Afghanistan Cricket Board runs its home fixtures at neutral venues, chiefly in India and the United Arab Emirates.

Ireland had reached three World Cups, beaten Pakistan, England and the West Indies over a decade, won the Intercontinental Cup repeatedly and built a professional set-up, a body of work rather than a single upset.
Source: ESPNcricinfo · applied
No Associate currently matches the multi-day depth Ireland and Afghanistan had in 2017. The leading emerging sides are strong in white-ball cricket but play little first-class cricket.
Source: ESPNcricinfo · applied
Both boards spent a decade or more building age-group cricket, a domestic first-class structure and a consistent international record before the ICC vote went their way.

Test 3The road to a World CupTake a test
The ICC runs qualifiers by region, in Africa, the Americas, Asia, East Asia-Pacific and Europe. Winning through a regional round is the first step towards a global qualifier or the event itself.
Source: ICC · recall
Because qualification runs through open regional events rather than invitation, a nation ranked far down the list can still play its way up if it wins the matches in front of it.
Source: ICC · applied
The global qualifier gathers the regional winners plus, in some cycles, the lowest-ranked Full Members. The top finishers claim the last places at the World Cup itself.
Source: ICC · recall
A 20-team field left roughly eight places open to sides outside the top rankings, so more Associates than ever had a live chance of reaching the main tournament.
Source: ESPNcricinfo · applied
A 10-team World Cup reserved eight places for the highest-ranked Full Members, leaving Associates and the weakest Full Members to fight through a qualifier for the last two.

Nepal has one of cricket's largest followings outside the Test nations. Qualifying for a global event drew big television audiences at home and helped the board attract funding and sponsors.
Source: ESPNcricinfo · applied
A qualifier is decided over a handful of games in a week or two. A rain-ruined match or one injury can knock a well-run programme out of a cycle it spent years preparing for.
Source: ESPNcricinfo · applied
Reaching a global tournament brings appearance money, a share of the prize pool and often a bump in the board's annual ICC grant, funds that can be reinvested in the domestic game.

Broadcasters and boards point to spikes in participation and interest in the Netherlands, the United States and Nepal after their sides appeared at world events on television.

Apart from a set number of automatic places for the highest-ranked sides, every remaining spot is won through regional and global qualifiers open to the whole membership.

Test 4Giant-killersTake a test
Kevin O'Brien hit 113 from 63 balls, then the fastest hundred in World Cup history, and Ireland overhauled England's 327 for eight with five balls to spare.

Ireland beat Pakistan by three wickets in a group game, sending them out of the tournament. Pakistan's coach Bob Woolmer died the following day.
Source: ESPNcricinfo · recall
The Netherlands won by 13 runs on the last morning of the group stage. South Africa needed only to win to reach the semi-finals; their defeat let Pakistan through by beating Bangladesh later that day, while India had already qualified.
Source: ESPNcricinfo · applied
The Netherlands scrambled a four-wicket win off the final delivery, taking two runs when Stuart Broad's shy at the stumps went for overthrows, the opening upset of a tournament England were hosting.
Source: ESPNcricinfo · recall
England picked a near first-choice side, ranked number one in one-day cricket at the time, but Scotland made 371 for 5 and bowled England out for 365 to win by six runs at the Grange.
Source: ESPNcricinfo · applied
The co-hosts tied their group match with Pakistan and won the Super Over, one of the biggest upsets in the tournament's history and a boost for cricket in a new market.
Source: ESPNcricinfo · recall
A single Twenty20 or one-day game is short enough for a lesser side to ride a hot spell and win. Over five days the gap in depth and fitness usually tells, which is why Test upsets are rarer.
Source: ESPNcricinfo · applied
There is no sporting penalty, but the reaction off the field can be severe: Pakistan's 2007 exit and England's 2011 loss both brought inquests, dropped players and coaching changes.
Source: ESPNcricinfo · applied
An Associate beating a giant on a big broadcast is exactly the kind of story that travels beyond the usual cricket audience, so the ICC treats these games as evidence for a wide field.
Source: ESPNcricinfo · applied
Critics note that the same Associate side often loses heavily in its other games at the same tournament, so a single win says more about the format's variance than about a narrowing gap in standard.

Test 5Climbing the ladderTake a test
One-day international status lets an Associate's matches count as full ODIs, with official caps, records and ranking points. It is the main marker of an established side below the Test group.
Source: ICC · recall
League 2 is a rolling one-day competition among the top Associates. Its final standings, feeding into the World Cup Qualifier, decide which sides hold ODI status for the next cycle.
Source: ICC · recall
The Challenge League gives lower-ranked Associates competitive fixtures and a promotion path into League 2, so a country can climb the structure step by step rather than in one leap.
Source: ICC · applied
The ICC's World Cricket League ran from Division One down to Division Eight, a side rising or falling one level at a time. That promotion-and-relegation logic survives in today's League 2 and Challenge League.
Source: ESPNcricinfo · applied
Full Membership is decided by the ICC Board and confirmed at the annual conference. On-field results build the case, but the final step is a vote of the boards already in the room.
Source: ICC · applied
Every member receives a yearly ICC grant scaled to its status and needs, spent on coaching, age-group cricket, equipment and administration rather than on one-off gifts.
Source: ICC · recall
Under the 2024-2027 model the Associates collectively receive roughly 11 per cent of ICC distributions, with the rest going to the 12 Full Members, India by far the largest single recipient.
Source: ESPNcricinfo · recall
Because the biggest events and grants flow to the sides already established, well-resourced boards can pull further ahead, making the climb harder for those starting lower.
Source: ESPNcricinfo · applied
Test status is out of reach for all but a couple of sides. Keeping one-day international status, appearing at global events and drawing steady ICC funding is a sustainable target for the strongest Associates.
Source: ESPNcricinfo · applied
An Associate can climb from the Challenge League to ODI status through results, but the final step to Test status needs a members' vote, and that has happened on only two occasions in the past quarter of a century.
