第12部分涉及抗议，这是铁人三项中的第一级申诉；之后是第2级和第3级上诉。抗议可以由已报名的运动员或经认证的国家协会代表提出，内容可涉及资格、出发名单、比赛场地条件、行为、装备、官员的裁决或成绩中的错误。尾随违规和已经执行完毕的时间处罚不得抗议。抗议要先口头宣布，再把表格递交裁判长，裁判长是赛事上唯一的受理入口，由他把案件转交竞赛仲裁委员会。

时限很短。在精英组比赛中，涉及资格、出发名单和比赛场地的抗议，必须在前一天当地时间20:00之前宣布，并在其后15分钟内递交表格。涉及其他运动员行为的抗议，要在两人较晚完赛者完赛后5分钟内宣布。分龄组运动员宣布抗议的时间是精英组的三倍，递交表格的时间是两倍，分龄组成绩抗议还可以在成绩公布后7天内通过电子邮件发给世界铁联。表格须附50美元费用，抗议成功则退还。

谁可以在铁人三项中提出抗议？
